ULB: Erfüllung der Anforderungen einer sich verändernden Hochschullandschaft

Seit ihrer Gründung im Jahr 1834 hat die Université libre de Bruxelles (ULB) einen dramatischen Anstieg der Zahl der Studierenden und der angebotenen Studiengänge erlebt. Für das akademische Jahr 2021-2022 haben sich mehr als 39.000 Studierende eingeschrieben. Zusätzlich zu diesem Wachstum sind neue Herausforderungen entstanden: wichtige Änderungen in den Vorschriften für die Hochschulbildung, maßgeschneiderte Programme auf individueller Ebene, Raumknappheit, Wartungsbedarf, Bedarf an Entscheidungen in verschiedenen Szenarien der Immobilienverwaltung, Herausforderungen im Bereich der öffentlichen Gesundheit und vieles mehr.

Kontext und Erwartungen

Das Wachstum und die Herausforderungen schufen neue Realitäten, die die Universität berücksichtigen musste. Sie unterstrichen die Bedeutung der Zeitplanung und des Raummanagements für den ordnungsgemäßen Betrieb der Universität: um hohe Standards aufrechtzuerhalten und den Studierenden und dem Personal qualitativ hochwertige Dienstleistungen zu bieten, aber auch die Möglichkeit zu haben, fundierte Entscheidungen zu treffen.

In diesem Zusammenhang wurde die Aufmerksamkeit auf einige wichtige Punktegelenkt:

  • Einbeziehung aller Zeitplaner (etwa 80 Personen) und aller Ressourcen von 13 Fakultäten in einer einzigen Umgebung
  • Vereinheitlichung der Verfahren für die Zeit- und Raumzuweisung auf jedem Campus
  • Berücksichtigung der fakultäts- und campusspezifischen Zwänge, aber auch Anpassung an einen einheitlichen, zentralisierten Prozess
  • Einrichtung von Verfahren zur optimalen Nutzung der Räume (die zentral verwaltet werden) in einem sehr engen Rahmen für die Raumverwaltung
  • Ermittlung des Bedarfs an Unterrichtsräumen in einer langfristigen Perspektive
  • Allen Studenten und Dozenten einen einfachen Zugang zu ihren Stundenplänen bieten und individuelle Zeitpläne und flexible Lösungen anbieten

In Anbetracht dieser Situation musste die ULB für ihre aktuellen und zukünftigen Bedürfnisse gerüstet und besser ausgestattet sein. Da außerdem der Aufwand für die Stundenplanerstellung (Erstellung, Änderungen) und Raumzuweisung jedes Jahr zunahm, war eine benutzerfreundliche und effektive Lösung für die Verwaltung, Planung und Veröffentlichung von Ressourcen für die ULB unerlässlich, da sie sich nicht mehr auf unterdimensionierte Vor-Ort-Lösungen verlassen konnte. Im Jahr 2020 wurde eine Ausschreibung gestartet, um einen Überblick über die bestehenden Lösungen für die Stundenplanerstellung zu erhalten, wobei verschiedene Ziele im Vordergrund standen:

1. Zuverlässigkeit: Die Nutzer brauchten eine Lösung mit mehr Kontrolle über die Daten, die eine einfache und schnelle Überprüfung ermöglicht, so dass man sich auf die Daten verlassen kann, um eine bessere Entscheidungsfindung zu gewährleisten.

2. Erreichbarkeit: Sie sollte überall und jederzeit mit minimalen Serviceunterbrechungen verfügbar sein (insbesondere für die Publishing-Lösung)

3. Qualität und Effektivität: Es war notwendig, die Prozesse zu beschleunigen (z.B. schnelles Reagieren bei Änderungen in letzter Minute, Visualisierung von Raumplänen) und die Zeitpläne flexibler zu gestalten

Die Implementierung

Wir haben mit Amélie Théry, Leiterin des Teams für Stundenplankoordination und Lehrräume an der ULB, über die Einführung und die ersten Monate mit TimeEdit gesprochen. Sie spricht über den Ausschreibungs- und Implementierungsprozess:

"Die Ergebnisse des Ausschreibungsverfahrens waren sehr eindeutig: TimeEdit war die beste Lösung für die ULB. Als die Implementierung im Februar 2021 begann, hatten wir ein sehr spezifisches und ehrgeiziges Ziel: Die Lösungen für die Stundenplanerstellung und -veröffentlichung sollten bereit sein, um alle Reservierungen für das akademische Jahr 2021-2022 aufzunehmen. Das bedeutete im Wesentlichen, dass TE Core, das Stundenplanungssystem, vor April 2021 vollständig konfiguriert sein musste, um die Schulungen für alle Stundenplaner und Raummanager zu starten."

"Die Ergebnisse des Ausschreibungsverfahrens waren sehr eindeutig: TimeEdit war die beste Lösung für die ULB.

"Es ist unnötig zu erwähnen, dass diese Zeit sehr intensiv war, insbesondere in Zeiten von COVID mit ständigen Änderungen im laufenden Studienjahr. Ein so ehrgeiziges Projekt mit einer so kurzen Frist war natürlich eine echte Herausforderung. Dennoch war die Projektdefinition von Anfang an klar und der TimeEdit Implementierungsmanager sorgte für eine sehr effektive Struktur. Die Zeit-/Projektmanagementindikatoren waren sowohl klar als auch realistisch und natürlich auf die Bedürfnisse der ULB und den kurzen Zeitrahmen abgestimmt."

Wichtigste Ergebnisse

In Anbetracht des hohen Einsatzes und des Ausmaßes der Veränderung für die Universität waren Misserfolg oder Verzögerung definitiv keine Optionen für die Einführung. Das Projekt wurde als großer Erfolg gewertet, da alle Fristen eingehalten wurden und das Feedback das Projektmanagementteam und die ULB-Behörden optimistisch hinsichtlich der Einführung und der nun regelmäßigen Nutzung von TimeEdit stimmte. Amélie erklärt:

Jetzt wird klar, dass das System mehr sein kann als nur ein Ort, an dem wir unsere Reservierungen aufzeichnen, sondern eine völlig neue Herangehensweise an unsere Planungs- und Raumverwaltungsprobleme. Und das ist wichtig."

"Die Zeitplaner kamen mit dem System gut zurecht und bewältigten die Umstellung effizient. Viele Nutzer betonten die Benutzerfreundlichkeit von TE Core und wie beruhigend es war, dass einige Änderungen mit wenigen Klicks erledigt und angezeigt werden konnten. Die Zuverlässigkeit des Systems und die Flexibilität der Implementierung, um unsere Bedürfnisse zu erfüllen, waren ebenfalls große Vorteile, die es uns ermöglichten, das volle Potenzial der Zeitplanung zu nutzen. Es wird nun deutlich, dass das System mehr sein kann als nur ein Ort, an dem wir unsere Reservierungen aufzeichnen, sondern eine ganz neue Art, an unsere Zeitplanungs- und Raumverwaltungsprobleme heranzugehen. Und das ist von großer Bedeutung."
